First draft of rules for Venues in our world. Let me know what you think.

Venue Rules: 1) A venue is randomly revealed at the beginning of any event. This venue is NEVER considered to be in anyone's ring area, with the exception of superstar-specific venues in Step 2f. Because the Venue is not in any ring area, it does not take anyone's pre-match slot. 2a) Before any match begins, a neutral party flips a coin. The winner of the flip is considered to have "played" the Venue, for purposes of effects like New York, Omaha, and Raleigh. 2b) If it is legally possible for you to comply with the text of the Venue, you must do so. These effects occur during the "Venue phase". 2c) If the venue is not a legal play for the combination picked, the venue has no effect on the match. This only matters during the "Venue phase" of the Pre-match stage, as if it were being played. 2d) If the venue has an ACE effect that does not remove itself from the Ring area, then it may be used as per the text. If the venue has an ACE effect that does remove itself from the Ring area, it will not be "popped", but it can only be used once per game. 2e) There is still a "Venue phase" in the pre-match with regards to cards like Snot Rocket and The Highlight Reel. 2f) If your Superstar has a superstar-specific Venue, it may be packed in the backstage area. Before the coin flip, if you wish, you may play your Superstar-specific Venue into your Ring area. By doing so, both players ignore the given Venue for the duration of the match and instead are governed by the superstar-specific venue. This costs the player playing the venue the normal pre-match spot that a Venue would. If two superstars have superstar-specific Venues, Superstar value is first tiebreaker and coin roll/dice flip is the second tiebreaker.
-ex. 1: Dude Love faces HBK. HBK wins the coin flip, and Atlanta, GA is randomly revealed. Because HBK won the flip, he gets the +1 SSV, while Dude Love gets the +2 SSV -ex. 2: Edge faces HBK. Edge wins the coin flip. New York, NY is the revealed venue. Because Edge could not legally play New York, the venue has no effect. -ex. 3: Evolution faces the APA. Ray, the Evolution player, reveals Gentleman's Establishment and states that he wishes to play it. He places it in his Ring area during the Venue phase. For the rest of the match, the revealed Venue (San Diego, CA) is ignored and the match is contested under the Gentleman's Establishment rules instead. -ex. 4: Eddie Guerrero faces Chavo Guerrero. Both reveal all relevent Sigs and Signing Appearances, making Chavo's value a 2 and Eddie's a 1. Both want to play El Paso, TX, but Chavo has the higher superstar value after Backstage reveals, so he puts El Paso into his ring area. Eddie puts his copy of El Paso, hidden, into his backstage area. -ex. 5: Eugene plays The Game. The Game elects not to play Gentleman's Establishment, and thus hides it in his backstage area. Singapore City, Singapore is revealed, and Eugene won the coin flip. During the Pre-match Phase, he belts up to be above The Game's SSV. During the match, Eugene may still use Signapore City's effect (and The Game may not), even though Eugene belted up during the event phase. This is because during the Venue phase, he was lower in SSV than The Game.
