Cost is 20-25, but you keep what you draft (one reason I ended up with 2 G&M sets last set)
Depending on the number of people that actually show up, we're either all at 1 table or split into two tables.
All the starters are lined up in the middle, and everyone gets six booster packs, which they do not open.
We randomly determine at each table who goes first.
The person who goes first bids on a starter. Bid may be between 1 pack - all packs.
We go left around the table. When it comes to you, you can either raise the bid or pass. -If you raise the bid, you're the new leader. -If you pass, you're out of the bidding for this superstar starter. -You cannot bid more packs than you have (I know, obvious, but worth stating)
We go around like this until we determine a winner. The winner gets that starter deck, and ONLY then do they pay in packs.
To pay in packs, you place your packs under the starters that remain. You may place the packs under the starters in any order until you've fulfilled your bid. So if your winning bid on Evolution is two, you could place two packs under Heyman or one under Heyman and one under Highlight of the Night. And later on, if the person wins that starter, they also get the packs.
If the guy who went first lost, he starts the bidding again. Otherwise, the person to his left if the new bidder. We continue until everyone has a starter in their posession.
Once everyone has a starter and (possibly) some packs, they are responsible for building a legal deck (under Vengeance rules) to play.
Below 's an example.

There are 6 starters on the table: EVolution, Highlight of the NIght, Leader of Edge Army, Mystery Wrestler, Paul Heyman, Freak'n Hero
There are four people at the table: Ray (who won the toss), and seated to his left, in this order: Hillary, Brian, and Chris(Whip) Hamus. Each person has six packs.
Ray bids one pack on Paul Heyman. Hillary passes, and therefore she's out of the bidding. I bid two, new leader. Chris bids 3, new leader Ray passes, and is out. I pass, and am out.
Therefore, Chris has won the starter of Paul Heyman. He takes the starter, and then he slips one pack under HIghlight of the NIght, one under Mystery Wrestler, and one under Freak'n Hero. SO he's out of bidding...he has the Heyman starter and three packs left.
Ray starts again by bidding one on HIghlight of the Night. Hillary raises the bid to three. I pass, and therefore am out. Ray passes, and therefore is out.
Hillary wins Highlight of the Night AND the one pack underneath it. She takes them, and puts a pack under Mystery, a pack under Evolution, and a pack under Leader of the Edge Army.
Ray starts again by bidding two on Leader of the Edge Army. I pass, so Ray wins the starter and its pack underneath. He puts one pack under Mystery Wrestler and one under Evolution.
SInce I"m the only one bidding, I bid one pack on the starter I want, Evolution, and I win since there's no opposition. I win the EVo and two packs, and I put the one pack under Mystery Wrestler.
So at the end of the draft, the we won the following:
Ray: LOTEA and five packs (he paid two but got one) Brian: Evolution with 7 packs (lost one, gained two) Chris: Paul Heyman with 3 packs (lost three, gained none) Hillary: Hightlight of the NIght and 5 packs (lost two, gained one)
